Section 11: Crimes and LEO
11.1 | If you break the law, you can consider either running from PD or interacting/negotiating with them. Use common sense, depending on the type of crime you commit should depend on if you run or not. Should you choose to run from PD then There are several ways to attempt this, such as negotiating a safe passage, fleeing in a vehicle, or, as a last resort, using force. If choosing to use force, it is important to initiate the confrontation with law enforcement and ensure they acknowledge the initiation.
11.2 | Should you be committing a crime (store robbery etc) and the police turn up, someone must go and negotiate with them (from either side). You can make realistic demands, like right to free passage, no spike strips etc but they must be realistic. Asking for a helicopter is not going to happen.
11.3 | LEO when turning up to a robbery or crime must roleplay it out, they cannot go in there and immediately arrest the person. They must have a negotiation stage.
11.4 | Negotiations can be called off by either party, if this happens then both sides must allow 15 seconds for both sides to prepare and get into cover. If a hostage is involved and is killed before negotiations are called off police have the right to open fire immediately.
11.5 | During negotiations the negotiator cannot be harmed and police cannot harm, tase or cuff the criminals. No more hostages can be taken during negotiations but trades can happen, i.e a hostage for a cop.
11.6 | Cops cannot open fire at any point, unless negotiations are called off by the criminals or if the hostage is killed. This is an escalation and the cops can then act appropriately.
11.7 | Cops cannot impound vehicles during a scene, only exception to this is if the vehicle is providing an advantage to the crims (using it as cover does not count) example would be blocking an entrance or alleyway etc.
11.8 | For cops to use stop sticks they must already be in a pursuit. They cannot pre-strip a road before a pursuit has started. This goes for Red Zones as well.
Major crimes:
11.9 | If you are not involved in the scene or major crime you cannot interfere unless you are involved. Crims are able to take hostages, if you become a hostage then at that point you become involved.
11.10 | You cannot start a major crime, 45 minutes before a restart and 30 minutes after a server restart.
11.11 | During any crime only the people present at the scene can be directly involved. See rule 6.25.
11.12 | LEO's/PD are NOT able to raid, houses, stashes, lockers or any other form of storage that can be used by a civilian or gang member (this excludes vehicles, where PD have reasonable suspicion of wrong doing involving that vehicle or during a legitimate traffic stop). To do be able to raid any of these they need to have a VALID warrant on CAD and have it authorised by one of the top 3 within PD. If they raid a location without a warrant, the raid automatically becomes null and void and anything they find must be returned and cannot be used in evidence against you. If PD gain a warrant after they have already raided without a warrant, the warrant becomes invalid and the place cannot be raided again if it relates to the same offence/offences they originally raided you for (without a warrant).
11.13 | Threat Levels Green: Police are authorised to carry class 1 firearms and equipment (pistols and tasers) they can carry upto level 3 in gunracks in their cars but cannot use these unless an escalation of the situation takes place. I.e crims are using class 3 firearms. Amber: Police are authorised to carry class 2 firearms (SMG's or small automatic weapons). The same above applies, they can carry class 3's in their gunracks but cannot be used unless the situation is escalated. PD can also "Stop & search" anyone when they have reasonable suspicion that person has been involved in a crime. Red: Police can carry class 3 firearms (AR's, snipers, shotguns) they can dress in class 3 gear and use any class 3 equipment. PD are able to use deadly force above non-lethal should the situation dictate it. PD can also "Stop & search" anyone without any reason. Black: Martial law has been declared. PD are authorised to carry and use any class of firearm and a shoot on site rule is in place.
11.14 | Cooldowns -- Store robberies - 30 minutes between each robbery
-- Major crimes (heists) atleast 2 hours between each heist must have elapsed(Not yet active) -- If you are sent to prison and released you CANNOT commit or engage in criminal activity for 30 minutes after release -- If you commit a crime you CANNOT stash weapons or items from the scene or change clothes for 15 minutes after the crime is commited - See rule 7.11 -- Cooldowns do NOT apply to RedZones.-- There CANNOT be more than 1 major crime going on at any one time (i.e heists).(Not yet active)11.15 | Cop baiting is not allowed. This includes, intentionally harrasing PD, intentionally brake checking or causing them to collide with you (outside of a pursuit). Hanging around a PD station to harras PD. Starting a heist/robbery and then running off before PD arrive purely to annoy or bait PD. If you have started and finished a heist/robbery and PD do not turn up then you are free to carry on. This is not an exhaustive list, use your common sense.
11.16 | PD/CID/SWAT are only able to raid a gang house ONCE a month. There are exceptions where roleplay over ruleplay comes into effect (i.e a gang member runs into their gang house during a police chase). SMT Reserve the right to authorise more than one raid should roleplay dictate it.
11.17 | Gangs are to recieve notice of any impending raids on the DAY of the raid. The time of the raid does NOT need to be specified. This is to make it a fair playing ground for both PD and crims and to create RP should there be a raid taking place.
11.18 | The threat level DOES NOT count for raids, unless the raid is part of an active scene. If the raid is PRE-PLANNED then the threat level can remain at green, however, as soon as the raid is complete officers must return back to their standard patrol loadouts.
11.19 | In the interest of roleplay, a character may only request a court case on charges that would relate to more than and including 70 months in jail. Characters can request a lawyer or can self represent. Should a player wish to go to trial it is PD discretion as to if bail is granted or if you are sent to the 9's. If the months are from stacked charges and add upto 70 months or more than a trial can be requested.
Jailbreaks
11.20 | Civs are NOT permitted to break anyone out of prison using a helicopter.
11.21 | You are not allowed to emote your way out of jail. This includes piggybacking. This is powergaming.
11.22 | You are not to enter the prison to take a prisoner hostage, rob them etc etc. You can wait outside for them to be released but you must not enter the prison and wait for them.
