Section 10: EMS, PD & Fire
In Rustic we have EMS, PD & Fire. They must follow a certain set of rules to maintain roleplay.
Jeffery Dahmer does not count as EMS. If you are picked up by him you are not to return to any scenes and must leave the area. This is not currently and active statement, but will change when the city grows.
EMS/FIRE:
10.1 | EMS/Fire cannot be harmed during the uptaking of their role, this includes on scenes. Exception to this is if they intentionally walk into an active scene where shots are still being fired.
10.2 | EMS/Fire can carry bodycams, wire devices and these can be used in court. Crims can request EMS/Fire to hand these over, but crims must follow the initiation rules and can only rob the EMS/Fire of the bodycams and nothing else. They also cannot knock EMS/Fire unconscious or kill them.
10.3 | When revived by EMS you are in their custody, you cannot move away from them or go back into a scene unless they have cleared you from their custody.
10.4 | EMS decision on where you are treated is final, you cannot dictate to them as to where you are treated.
10.5 | If EMS declares you medically fit, you can return to a scene straight away. If Jeffery revives you, you can also return to the scene straight away. Exception is rule 12.1 Red/Green zones.
10.6 | EMS can only pick people up during an active scene if the injured party is taken to EMS.
10.7 | EMS are not to favor any sides, they are to be impartial and treat everyone the same. No special treatment is to be given.
10.8 | EMS/Fire can be part of gangs, but this cannot affect their EMS/Fire work.
10.9 | Because of the above, if EMS/Fire are on duty they CANNOT be targeted by any gangs. They can only be targeted if they are off duty.
10.10 | EMS/Fire reserve the right to report people to LEO for breaking the law.
10.11 | EMS/Fire are not allowed to rob or take people hostage.
10.12 | You cannot prevent medics from doing their duty, this includes lying to them about a scene being code 4. You cannot rob, initiate, take hostage or harm EMS (exceptions been rule 10.1 and 10.2)
10.13 | EMS cannot be corrupt in any way, this includes hiding items from LEO when reviving a casualty.
10.14 | If you are taking EMS hostage there must be atleast 3 EMS on duty at the time of the hostage taking. Rule 10.13, 10.1 and 10.2 still take effect with this rule.
10.15 | At no point can EMS carry any weapons unless authorised by EMS high command. The only exception to this is a taser which EMS high command will hand out. Even then, that should only be used as a last resort of defence. You can store your weapons in your personal lockers before you clock on.
LEO/PD
10.16 | Any whitelisted player can apply to be a cop, however, they must create a new character purely for that purpose. The cop can be corrupt, but must follow the rules set out below. PD are able to use this character a normal character, i.e buying houses, doing civ jobs etc. However, they cannot be in a gang using the cop character. You must also be clocked out when doing any civ activities.
10.17 | LEO cannot be part of a gang or favor their friends or gangs. They are to treat everyone equally.
10.18 | LEO’s can be corrupt, this includes hiding weapons/items for gang members. However, if they are caught they can be removed from PD.
10.19 | You can only be a corrupt LEO if you are not part of CID or command. If you are part of command or CID and are seen to be corrupt you can be removed from that position or LEO.
10.20 | Corrupt LEO’s can leak warrant details but cannot cancel warrants etc.
10.21 | Corrupt LEO’s cannot ruin scenes, you must be LEO first and corrupt second. You cannot harass people or gangs, if you are corrupt you need to have good RP reasons as to why you are corrupt and a backstory.
EMS & PD Interaction
10.22 | If EMS have an active warrant against them PD are not permitted to force them off duty or interrupt any on going medical scenes to deal with the warrant this breaks RP. They must go to the highest ranking EMS on duty at the time and request they ask the EMS with the warrant to go off duty so it can be dealt with. PD CANNOT force EMS off duty, this it to be RP'd. There is no rules against arresting EMS if they have a warrant but it MUST be RP'd out and the above must be followed. If no other EMS are online or no higher rank available then they must give the EMS personnel time to go off duty, and if they are involved in an active medical scene must allow them to finish the scene to then go off duty. Not only is this about RP it also effects Dahmer not been active if EMS are still clocked in but in Jail. EMS cannot clock off using their J menu so they must be escorted (following their vehicle) back to a hospital where they can clock off.
10.23 | PD CANNOT use the CAD system/live map to find out the location of EMS personnel who may have a warrant. This is powergaming.
10.24 | EMS are NOT immune to traffic stops, EMS personnel should be driving correctly at all times unless they are responding to a call. PD have the right to pull EMS over should they be incorrectly driving when not responding to a call.
10.25 | EMS are not to use going "on duty" as an escape from PD. If you have been given a warrant and you are aware or you have commited a crime you cannot go on duty as EMS for 2 hours. This gives PD the chance to catch you.
(SMT/SLT have the right to remove any corrupt LEO or EMS should they be breaking RP for other people or not follow the above)
